It is based on the incidents relevant to ÖBB that are reported by Group companies and external parties (e.g. the police), which are broken down by type of offense and weighted based on their potential to cause damage or loss (in particular assaults on employees). In order to exert control in a targeted manner, the focus is increasingly placed on precursors, i.e. events that facilitate incidents or significantly increase the probability of an incident occurring. Risk acceptance criteria in the area of public safety include: – Assaults on customers / passengers – Thefts from customers / passengers – Robbery of customers / passengers The public safety index encompasses the key metrics of assaults and threats against employees, theft and robbery of customers, property damage, break-ins, drug-related offenses, fraud, and non-ferrous metal theft. Key aspects include facility security, vehicle safety, and operational safety. According to Group Guideline 17, the organizational unit for Systems Engineering and Group Production is responsible for coordinating and strategically aligning operational safety. The operational safety index (BSX) shows the long-term development of the ÖBB Group’s safety performance in Austria. The BSX of the ÖBB Group is made up of the BSX of the ÖBB sub-groups and Group companies. This index takes into account operational incidents (e.g. train collisions, train derailments, fires on vehicles, personal injury from operational processes) and hazards that can lead to accidents (e.g. signal overruns, lost wagon parts due to technical causes, serious defects). The BSX is calculated by multiplying the number of defined incidents or events by a weight based on the potential damage, then normalizing the result by the total train kilometers traveled. 1) Unless adopted for the entire ÖBB Group, the policies are decided by the relevant Board of Management and apply to the company defined therein.
