ÖBB Annual Report 2025
87 Group Management Report Österreichische Bundesbahnen-Holding Aktiengesellschaft Consolidated Financial Statements | Group Management Report 44 Key ESG risks and opportunities were identified through stakeholder dialogs, a raw materials analysis and location-specific measurements. Low ESG risks were observed in procurement, particularly due to strong regional ties. The value chain analysis provided a reliable basis for decision-making regarding the further integration of sustainability into operational and strategic management. At the same time, it enabled the targeted derivation of Group targets, actions and priorities, particularly in procurement. The findings of the analysis have been incorporated into the update of the 2025 Double Materiality Analysis. Further information on the value chain is provided in the individual standards topics. ESRS 2.SBM-1.42.a, b, c Within the ÖBB Group, no revenue is generated from the fossil fuel sector, the manufacture of chemicals, controversial weapons or the cultivation and production of tobacco. The revenue development of the ÖBB Group is presented in the Notes to the Management Report. ESRS 2.SBM-1.40.d, 41 Interests and views of stakeholders The ÖBB Group is a major mobility service provider that moves both people and goods in Austria, Europe and beyond, and sees itself as a company of public interest. Through ongoing dialog with internal and external stakeholders, it fosters trust, promotes sustainable action and creates social acceptance. The stakeholders of the ÖBB Group span a broad spectrum: – Internal stakeholders: employees, managers, works council members, supervisory board members and audit committee – External stakeholders: Customers, owner representatives, investors, suppliers, local residents, social partners, political stakeholders and interest groups and representatives from academia and research, as well as protected area administrations A transparent exchange with these stakeholders and interest groups is essential for strategic planning, especially when implementing actions. The identification and engagement of relevant stakeholders and interest groups also play an important role in the preparation of the double materiality analysis. ESRS 2.SBM-2.45.a, b . According to ESRS 1 “General requirements,” section 3.1, a distinction is made between two main groups: – Affected stakeholders are individuals or groups whose interests are affected or could be affected – positively or negatively – by the corporate group’s activities and its direct and indirect business relationships across its value chain. – Users of non-financial statements are those legal entities that are also the primary users of general financial reporting (e.g. investors, lenders, etc.). Through the active use of dialog platforms, surveys and other initiatives, the ÖBB Group ensures that the concerns and expectations of stakeholders are taken into account at an early stage. As of the end of the 2025 reporting year, there were no changes to the Group strategy or business model; however, updates were made to the sustainability functional policy and to diversity. ESRS 2.SBM-2.45.c The administrative, management and supervisory bodies are regularly informed about the views of the stakeholders. The Group obtains the most important information from the various stakeholder groups via the many existing communication channels. Examples include stakeholder round tables, customer surveys, employee surveys or dialogs with interest groups (environmental NGOs, cycling advocacy groups, policymakers). ESRS 2.SBM-2.45.d Material impacts, risks and opportunities and their interaction with strategy and business model By questioning internal experts and engaging with internal and external stakeholders it was determined that the following topics materially affect the ÖBB Group: “E1 Climate change,” “E2 Pollution,” “E4 Biodiversity and ecosystems,” “E5 Circular economy,” “S1 Own workforce,” “S2 Workers in the value chain,” “S3 Affected communities,” “S4 Consumers and end- users,” “G1 Governance.” The results of the survey and stakeholder engagement confirmed the importance of aspects already identified as focal points. Each topic-specific chapter therefore contains an overview of the material impacts, risks and opportunities along with further information (including on the upstream and downstream value chain, time horizon and company-specific information).
