Prospective development Master plan 2025 to 2030 ÖBB-Infrastruktur AG will invest approx. EUR 19.7 billion in a modern railway network over the next few years. This will enable the investment course in sustainable attractive mobility to be secured in the long term. The project schedules have been adjusted to reflect the current status of project development and updated accordingly. The tunnel projects already underway, such as the Koralm Railway (including the Koralm Tunnel), which entered service in 2025, the Semmering Base Tunnel and the Brenner Base Tunnel, are being pursued at full speed for the benefit of our customers. Other high-priority projects – such as the further expansion of the western line to four tracks (particularly around Linz) and the modernisation of the Vienna S-Bahn – are also going ahead as planned. The necessary additions to the framework plan have been designed in such a way as to minimise the financial impact over the plan period. The key new additions to the framework plan include further improvements to the Pass Lueg line (Phase 2), investment in the new European train radio standard FRMCS, and planning for projects aimed at implementing the “Target Network 2040” (“Zielnetz 2040”), such as the planning for the four-track upgrade between Bruck and Graz and the four-track upgrade between Wels and Lambach. In order to make a fair contribution to budgetary consolidation, ÖBB-Infrastruktur AG has implemented targeted changes designed to minimise any impact on the quality of service for passengers. The aim was to achieve the greatest possible impact on a smaller budget. In practical terms, this means that some projects will be implemented later or over a longer period of time. They were reviewed for dependencies on other projects – that is, for their overall impact on the rail network – and adjusted accordingly on the timeline. Target network The 2040 Target Network sets out a basic plan for the expansion of the domestic railway infrastructure over the next approximately fifteen years. The 2040 Target Network is not yet a concrete planning and financing of individual projects as set out in the framework plan, but rather a strategic guideline for the longer-term development of the railway network beyond the framework plan. In 2024, the technical draft was finalised, publicly presented and submitted by the Federal Ministry for Innovation, Mobility and Infrastructure (BMIMI – formerly: BMK) to a public consultation process. The technical draft for the 2040 Target Network and supplementary documents such as the comprehensive methodological report on the macroeconomic benefit-cost analysis are published on the BMIMI website.
