The Opportunity and Risk Management team regularly assesses potential risks, such as natural disasters and climate change, and implements appropriate measures. The focus is on the sustainable development of the rail system and the continuous improvement of capacity and quality. As part of the European rail network, the ÖBB-Infrastruktur Group not only connects people and regions, but also serves as a significant economic driver. An analysis of the identified impacts, risks and opportunities shows that the fundamental strategic orientation of the ÖBB-Infrastruktur Group’s business model is sustainable, long-term and fit for the future. With regard to the current financial effects of the material risks and opportunities on the financial position, financial performance and cash flows, as well as the material risks and opportunities for which there is a material risk of a material adjustment to the carrying amounts of the assets and liabilities recognised in the related financial statements in the next reporting period, the following applies: If a present obligation arises from a past event and an outflow of resources is probable, a provision is recognised in the consolidated balance sheet where a reliable estimate can be made – taking into account inherent risks and uncertainties (see Note 26). Commitments for which the amount cannot be reliably estimated or which are unlikely to arise are recognised as contingent liabilities (see Note 28). All other risks and opportunities are recorded off-balance sheet as part of the risk and opportunity management framework, which aims to identify relevant developments at an early stage and manage them proactively. As part of the update of the double materiality analysis in accordance with ESRS in 2025, there are no changes to the materiality criteria compared with the previous year. However, two key topics have been added. In the section “S4 Consumers and end users” , operational security was added as a material impact, and in the section “G1 Business conduct” , the topic of information security incidents was newly added as a material risk. Any other changes – such as those pertaining to the nature of the impact, risks and opportunities, the time horizon, and disclosures along the value chain – are only minor compared with the previous year and are, therefore, not listed separately. In disclosing the expected financial effects in accordance with ESRS 2 Paragraph 48 Letter e, the ÖBB-Infrastruktur Group makes use of the transitional provision in accordance with ESRS 1 – Appendix C: List of phased-in Disclosure Requirements.” ESRS 2 IRO-1 Description of the processes to identify and assess material impacts, risks and opportunities The process for identifying and assessing the material impacts, risks and opportunities in the course of the double materiality analysis of the ÖBB-Infrastruktur Group and its upstream and downstream value chain is based on the European Financial Reporting Advisory Group guidance on materiality analysis 28 . Materiality analysis has been a key component of the ÖBB-Infrastruktur Group’s sustainability reporting for many years. It was performed for the first time in 2024 in accordance with ESRS requirements and adapted to assess impacts, opportunities and risks, as well as to engage with stakeholders. It will continue to be developed further in the future. The results of the double materiality analysis are reviewed on a regular basis and provide important insights into the focus of the ÖBB-Infrastruktur Group’s sustainability priorities. 28 Implementation Guidance – EFRAG IG 1 Materiality Assessment.
