The target by 2030 is to keep staff turnover at < 10% and early staff turnover at ≤ 15%. Status 1) Target scope 2) ÖBB Group domestic Being implemented Methodology for determining targets 3) The target level for the above-mentioned key figures was set by management in consultation with the experts appointed by the department heads based on an analysis of the values already collected in prior years and is evaluated at regular intervals. In addition to the data analysis, common market benchmarks and state-of-the-art methods were also taken into account when determining the target level. Methodology for calculating the target key figure The calculation is made by dividing the number of terminable employees (other departures due to dismissal, redundancy, or death) by the average number of terminable employees. This excludes apprentices, employees in retention periods, seasonal workers, holiday workers/interns, marginally employed persons, and trainees, excluding retirements and retirement transfers. For the calculation of early turnover, the length of service is limited to less than two years. Action Being implemented M41 Implementation of the apply–acquire–retain set of actions: The focus here is on actions along the entire employee life cycle, such as implementing standardized onboarding processes across the Group, providing appropriate development programs, management development tools, and actions in performance and skills management. Being implemented M42 Employees recruit employees: ÖBB’s Job Initiator Program for mission-critical functions was launched in 2023 and continued in 2025 on the back of its success to date. Personal recommendations from within the Group increase the chance of attracting suitable candidates. If a recommendation results in the person being taken on, the commitment is rewarded with a bonus. A new feature is the enhanced digital connection, which enables user-friendly application and more efficient processing through to payment of the bonus. 2025 saw 41% of the recommended applicants hired, which equates to 465 appointments out of 1,131 applications.
