Being imple- mented Methodology 3) The safety targets for 2030 reflect the company’s societal ambitions. They were defined at the 12th ÖBB Safety Council on March 31, 2023. The introduction of a 2% annual improvement requirement forms the basis for maintaining the ÖBB Group’s high safety standards. The Group-wide BSX declined slightly in 2025 compared to the prior year 2024 (+6 / py: 62) but still exceeds the target. There have been four train collisions in the last 12 months. With two train derailments in the last 12 months, this level is below the relevant five-year average. Action Portfolio of actions to reduce signal overruns 4) 5) Unauthorized signal overruns and any resulting train collisions represent an operational risk in rail traffic and are thus a safety risk for consumers and end-users. A comprehensive portfolio of actions helps the ÖBB Group mitigate this risk. The measures include, among others: – Expansion of ETCS (European Train Control System): The European train control system will be installed both on-board and on the track and will help further improve the level of safety on the railway network. – Further development of the warning app: This has been in use by ÖBB train drivers for five years. It emits an acoustic warning signal when the train approaches a signal indicating a stop. At 150 points, the ÖSX exceeded the target in 2025 and was at the level of the prior year (py: 150.1). This was due to increases in the categories of threats against employees, drug-related offenses, fraud, and vandalism, among others. In particular, increased awareness has raised the employees’ willingness to report crimes, but rising passenger volumes and forms of organized gang crime also contributed significantly to the increase. Assaults on employees with injuries are at a high level. In general, there was a slight downward trend in the reporting period. Action Master plan 4) 5) Due to changed conditions resulting from external/outside influences, disruptions, or threats and in the context of current topics such as (increasing) the resilience of critical entities (CER Directive), it is necessary to review and update the entire risk portfolio in the area of public safety. A corresponding action plan (technology, organization, people) is to be developed based on the risks identified and the risk portfolio created. The review will be carried out as part of the “Public Safety” master plan. Being imple- mented Technical equipment 4) 5) ÖBB has implemented various security measures to reduce intentional attacks and assaults on customers by external persons. These are intended to prevent bodily injury to customers and/or property damage. One central focus is the expansion of video surveillance at train stations and on trains – in each case within the scope of data protection regulations. In addition, security staff and train inspectors will be equipped with bodycams to improve the detection rate of criminal incidents.
