ÖBB-Infrastruktur Aktiengesellschaft Group Management Report | Consolidated Financial Statements 139 Target A commitment to provide accessible transport stations across the ÖBB-Infrastruktur AG network for 90% of passengers by 2027 Status Target scope The aim of accessibility is to ensure that the railway system is equally accessible to everyone, including people with disabilities and people with reduced mobility. in implementation phase Methodology The target was set as part of the Network Development Plan (NEP 2020) and approved by the Management Board. The NEP is an essential management tool that sets market and stakeholder requirements in relation to the existing infrastructure and economic conditions and derives concrete targets and measures from these. Measure Multi-sensory principle By taking barrier-free planning principles into account, a holistic and sustainable mobility offering is being created across the entire network of the ÖBB-Infrastruktur Group. The implementation of the multi-sensory principle in information/signage and structural design is essential in this regard. ongoing Modern & barrier-free transport stations Ongoing investment in modern, barrier-free passenger transport stations (VKS-P), which act as mobility hubs between individual systems (such as interchanges within public transport, e.g. rail – bus, or with private transport, such as rail – car) and within the rail system. ongoing Accessible travel – ÖBB Implementation Plan 2025–2030 The roadmap drawn up in 2006 by ÖBB-Holding AG, its subgroups and experts in accordance with Section 19 Federal Disability Equality Act (BGStG) covered the period from 2006 to 2015. Under the Accessibility Implementation Plan, the Group companies have agreed to continue ensuring that passenger transport stations (railway stations and stops serving passenger services), the vehicle fleet and the range of services offered in the B2C sector are designed to be accessible. These corporate accessibility plans are in line with the National Implementation Plan (NIP) published by the BMIMI for Austria in accordance with the TSI-PRM. Stakeholder engagement plays a key role in the implementation of accessibility. Stakeholder dialogues are held at regular intervals, attended by representatives from organisations for people with disabilities and Parliament, amongst others. The last dialogue took place in Vienna in autumn 2025. At expert level, there is an ongoing exchange of views. in implementation phase Target Improvement in the Operational Safety Index (BSX) Status Target scope ASX applies exclusively to ÖBB-Infrastruktur AG. in implementation phase Methodology The security objectives reflect the specific aspirations of society. The targets up to 2030 were agreed at the 12th ÖBB Safety Council meeting on 31.03.2023. The introduction of a performance improvement target with a baseline of 2% per year forms the basis for maintaining the high level of safety within the ÖBB Group and will be applied to ÖBB- Infrastruktur AG. Measure Portfolio of measures to reduce signal overruns Unauthorised signal violations and any resulting train collisions pose an operational risk in rail transport and thus a safety risk to consumers and end users. A comprehensive range of measures helps to reduce this risk. These measures include, for example, the roll-out of the ETCS (European Train Control System): The European Train Control System is installed both on board trains and along the track, and will help to further improve safety levels on the rail network. ongoing Improving safety at level crossings Nationwide measures at level crossings further improve passenger safety: - Removal of level crossings: e.g. construction of overpasses or underpasses - Upgrading of unguarded level crossings to include safety barriers - Communication initiatives to raise awareness among road users ongoing
